Fort Zumwalt School District St. Charles, Missouri The Fort Zumwalt School District is a large, fast growing district in St. Charles County. The district has a critical need to rapidly respond to the explosive residential growth of the district area in an economical and flexible manner. EDM has been selected to maintain a prototypical elementary school master plan designed to meet these goals.
